Mark Lassiter brings a total of 27 years of District Government experience to MBI Health
Services with 11 of those years specializing in Substance Use Disorder (SUD) programs. At the
District Government, he served as the Director of Operations for Substance Use Disorder (SUD)
and the Interim Deputy Director for the Department of Behavioral Health, the Single State
Authority (SSA) for substance abuse prevention and treatment for District of Columbia. Mr.
Lassiter has developed and managed agency programs and resources targeting access to a quality
continuum of substance abuse prevention and treatment and recovery services, to include the
expansion of the Adult Substance Abuse Rehabilitation Service (ASARS) Medicaid benefits to
the residents of the District of Columbia.
Additionally, Mr. Lassiter has developed and implemented grant program activities including
maintaining budget and fiscal responsibilities, monitoring budget activities to ensure that
implementation is consistent with appropriated budget, federal grants policies, performance
outcomes, and policies and procedures. With more than 10 years of experience in full-cycle
grants management and program development, Mr. Lassiter has a proven ability to foster
relationships with grant funders and organizations for behavioral health and substance use
disorders. His vision and ability to develop relationships lead to short-term wins and long-term
solutions because he knows that people service people.
